North Shore City Council

North Shore City Council is responsible for the strategic direction, management and administration of the city. 

The Council's primary areas of responsibility are:

  • infrastructure (water, stormwater, sewerage, roads and transport)
  • environmental health and safety
  • resource management including land use planning and development control
  • community well-being and development
  • recreation and culture 

Council structure

The Council is made up of 16 elected Councillors, including the Mayor and Deputy Mayor, with elections being held every three years. 

There are also seven Community Boards, made up of elected representatives whose role is to ensure that the Council hears the interests and concerns unique to each area. 

Fundamental to the Council's strategic planning and project implementation is a strong desire to encourage innovation and sustainable business growth in the city. To achieve this, the Council has developed a number of initiatives in the areas of environmental protection, waste minimisation and economic development, including support for Enterprise North Shore - an independent trust which promotes, encourages and assists sustainable business growth, investment and employment in the region. 

Support for regional development
Council members are also actively involved in regional development initiatives, ensuring that the views of North Shore City residents are heard at a regional level.

Water and waste

Drinking water in the city is of the highest quality, receiving an 'a' grade in The Ministry of Health annual inspections. There is an effective system of citywide wastewater disposal and North Shore City’s stormwater management infrastructure has recently been significantly upgraded. 


Business rates

North Shore City Council levies rates on all properties in the city. These are based on property value and are charged to the owner of the property. 


Business compliance

North Shore City Council’s District Plan and its bylaws determine what businesses can operate where, and set various restrictions or compliance requirements, for instance with regard to food handling, body piercing and beauty therapy, over and above the country’s laws.  You can find more detailed information about compliance here.


Building/resource consents

As part of the Council's responsibility to ensure the safety of its citizens and protect the local environment, consent must be obtained for much building work and land development.
